Projects GDPR onto the neutral slots: `basis.*` = the Art 6 lawful
basis (plus the Art 9 condition where a datum carries `Special`);
`retention.*` = storage limitation (direction: ceiling); `terms.*` =
the Art 28 processor instrument. Requires: the authority field on
every activity, `Minor` declared per person subject, and at least a
hole for basis + retention in governance. Counsel sources the values;
the profile only refuses their absence.
