Subject: [PATCH] Optimize `iwlwifi` initialization by skipping the attempt to
 load a file that doesn't exist

After seeing WiFi take 60 seconds to go from "module loaded" to "loaded firmware", a deep dive revealed that a standard install of `iwlwifi` doesn't include a file which the driver attempts to load for debugging purposes, `iwl-debug-yoyo.bin`.
https://forums.gentoo.org/viewtopic-t-1163880-start-0.html states you can pass `enabled_ini=0` when loading the module, but this seems to have other side effects which caused WiFi to not complete initialization.
The simplest solution for 99.99999% of users of the `iwlwifi` driver is to skip the `iwl_dbg_tlv_load_bin` function call altogether, reducing the time from power-on to connected WiFi from 78 seconds to 18 seconds.
