This package runs Laya, a decision model by Convai Innovations, published at
https://huggingface.co/convaiinnovations/laya under the Apache License 2.0.
Jev.Nx.Laya.Sequence and Jev.Nx.Laya.Head reimplement the sequence layout and
decision head of Laya's reference implementation (rl_common.py) in Elixir.

The Nx port of the decision head was informed by laya_ex by Christian
Alexander, https://github.com/ChristianAlexander/laya_ex, Apache License 2.0.
