The Unicode-hosted IBMGRAPH, WG2 N5028, JIS0208, and Aquarius mapping inputs
retain the Unicode License V3 in LICENSE.UNICODE.

Pinned Kermit mapping evidence retains the Kermit 95 BSD-3-Clause terms in
LICENSE.BSD-3-CLAUSE and its source-directory COPYING file.

The IBM/tnz-derived mapping evidence retains Apache License 2.0 terms in
LICENSE.APACHE-2.0. Original pure-Elixir codec code remains
LGPL-2.1-or-later.

Historical IBM, DEC, Control Data, Sperry Rand, and University of Iowa scans
retain their original ownership. They are repository-only provenance and are
excluded from the Hex artifact. The artifact ships independently transcribed
mapping facts, compact tables, source metadata, and required notices.
