### Host-visible copy (accrue_admin)
- Webhook replay confirmations, bulk DLQ prompts, and related operator strings now live in `AccrueAdmin.Copy` / `AccrueAdmin.Copy.Locked` (Phase 27). Hosts that snapshot admin flash or HEEx literals should diff package tests when upgrading.
